Executive summary

This task is about preparing background information for a submission for funding of a new service that is to be based in Kingaroy in the South Burnett region of Queensland. My agency, which has been chosen to do the task, will work in conjunction with a local Aboriginal Australian and Torres Strait Islander agency. The proposed service needs to be holistic and serve both the emotional and social well-being of Aboriginal Australian and Torres Strait Islander families. The background information to be presented shall include the rationale for the services being holistic, the groups that shall be consulted in the design of the service, the practice approaches that will model the service delivery, strategies to be employed to ensure a safe service delivery and the qualities that the agency should look for in the staff. A holistic service delivery in this context refers to a service that delivers both the social as well as the emotional well-being of the communities involved. It is an approach that takes into consideration the diversity of the needs of the communities based on their social structures and cultural beliefs. A review of the literature available on strategies and theories of providing social services will be used in this task to assist in making important conclusions.

Rationale for the proposed services' aim of being holistic

The importance of addressing the community's needs with consideration of their socioeconomic, cultural and emotional factors cannot be undermined. Studies have shown that a community's needs are always interconnected (Andersen, 2015) meaning that addressing isolated aspects of the community's needs will still leave need-gaps. Addressing the community's needs through a holistic approach delivers more fulfilment to the recipients, and the service providers too, and ensures that they appreciate the services more. A holistic approach provides a framework that can be used by social service providers in any community to deliver solutions that address both the social and emotional well-being of the involved communities.

According to Carter et al (2013) a holistic approach, first and foremost, addresses the physical needs of the community. This will usually be the obvious need and the need that every other approach seeks to satisfy primarily. A holistic approach does not overlook this need either – it rather fulfils this need along with others or taking other needs into consideration.

A holistic approach also takes into consideration the safety of the services and the service delivery (Carter et al, 2013). As such, it ensures that the delivery of the services does not undermine or compromise the safety and security of either the community of the service providers. An effective approach is one that has the safety consideration of both the community and the social workers at heart. This is very important since it builds confidence in both parties that the model of service delivery is safe and reliable and hence it is sustainable. When the safety of all stakeholders involved in the provision of the services is guaranteed, the stakeholders can focus on other details that can enhance the delivery of the social services.

Another aspect of a holistic service is building the self esteem and confidence of the members of the communities in which they exist. A community whose members believe in themselves are able to achieve more through personal effort as these people trust in their capacities to achieve personal goals (Ansari, Munir & Gregg, 2012). This is really important in a community setting primarily because empowering the community is always a desirable performance measure of service delivery by the social workers. As the community receives services, people must be taught to be self reliant in caring for themselves and solving their problems. For this to happen, members of the community need to believe in themselves and trust in their capacity to solve their own problems. This can be considered as an important philosophy in social service provision. Therefore, a holistic approach delivers self esteem to the people and in turn the people get empowered and are able to achieve more on their own.

A holistic approach also builds a sense of self-actualisation of the community members along the process of service delivery. Self actualisation of members of the community opens their minds to their inner potentials and consequently people discover what they can do and what they are talented in. Ivtzan et al (2013) agrees that self actualisation inspires creativity within oneself and then one becomes able to think more creatively about solutions to problems facing them. This is very desirable in holistic service delivery and it is actually a source of satisfaction for both the community and the social service providers. This idea is interconnected with empowering the communities to inspire independence among them; and as we saw earlier, the communities' needs are interconnected too. There is no alternative to a holistic approach since any other approach that addresses isolated issues is not able to take advantage of the benefits of the interconnections.

Ultimately, a holistic approach delivers love and a sense of belonging. People need to feel appreciated and loved; and that they belong to a certain group, society or community. Any other approach to service delivery that overlooks inspiring love between the community members fails to deliver on this important need of all human beings. When people feel loved they are able to participate more actively in initiatives that may be beneficial to them (Aiyer et al, 2015). A holistic approach therefore goes beyond just delivering the service to create a sense of belonging among the members of the community.

The groups that should be consulted in the design of this service

Among the key stakeholders that should be consulted in the planning of the holistic service delivery is Centacare - St Mary's Aged Care Kingaroy. This agency located in the suburbs of Kingaroy offers domestic and social support among other services. One aspect of this agency that is relevant in the preparation for the submission of the proposal is their safety component. The safety of social service providers and recipients in the provision of social services is an emerging issue (Payne, 2014) and it is therefore necessary that we consider it too. To identify this stakeholder, I searched among the agencies in the South Burnett Region that have some form of safety aspects in their provision of social service. I found this to be relevant since safety considerations are an important part of the submission we will be making.

The other key stakeholder is the Red Earth Community Foundation – South Burnett. This organisation has building creativity and entrepreneurship as one of its main agenda. In our submission, we have identified creating self-supportive communities through building self esteem as one of the components of a holistic service delivery. I identified this stakeholder by searching for agencies that focused on empowering communities with an aim of encouraging self-sustenance.

The practical approaches, theories, and models that inform service delivery

The practice approaches and theories that will model service delivery will be inspired by the philosophy of building communities whose social and emotional needs are catered for. While physiological needs are easily identifiable, social and emotional needs may require more attention and are thus more easily ignored (Allen et al, 2016). The basic approach that will be used for service delivery is ensuring that every action plan has a safety consideration, is aimed at developing self-esteem, can build a sense of love/ belonging or addresses the physiological needs of the community. This approach can follow a best-practice model which simply means that for every problem there is to solve, the service practitioner enlists the possible solutions then selects the one that incorporates most of the dimensions of holistic service delivery.

The strategies that the service and practitioners will employ to specifically ensure culturally responsive and safe service delivery

In providing holistic service delivery, it is important to always consider the cultural inclination of the community you are serving. Providing solutions that are in line with the cultural beliefs of the recipient community is part of the obligation of providing holistic services. The service practitioners will have to understand the culture of the Aboriginal Australian and Torres Strait Islander families. They will then design their solutions in a manner that does not conflict with the cultural beliefs of the recipients. Designing solutions that agree with the community's cultural dogmas is a way of encouraging community acceptance of your strategies (Arends, 2014) and hence effectively avoiding resistance.

With regard to providing safe service delivery, the service practitioners will first need to integrate safety awareness their programs to enlighten the communities about safe practices in their engagement. Secondly, they will need to adopt safe practices themselves. They will need to design their actions with their safety and the safety of the community in mind. Then they will require discipline to follow through the plans to ensure that there is no compromise whatsoever on their safety and that of the community.

The personal and professional qualities that the agency should be looking for in staff

In order to provide holistic social services, the social workers providing the services must possess certain attributes as a minimum. These qualities and skills enable them to either think or act intuitively in ways that support holistic service provision. Some of the indispensable qualities that the agency should be looking at the staff include:

  • Compassion: The desirable worker should be able to demonstrate sensitivity to personal problems affecting a member of the community. They should always show empathy and genuine concern of people's personal issues. They should be able to make the people feel loved and not lonely. This is important because creating a sense of love and belonging is one of the elements of holistic services.
  • Resilience: In this context, resilience is the quality of persistence on auctions until they mature or until they produce the desired results. Providing holistic support is challenging; and results may take long before they are realised. Therefore, the desirable worker should be able to clearly understand that there could be enormous frustrations in the process of service delivery and it would take resilience to persist until the set goals are achieved. This is important because providing holistic services is a long term ambition that is built by fixing the small building blocks.
  • Self-driven: A self driven worker is one who derives fulfilment from doing the work itself and not from the benefits associated with the work. The desirable worker should be able to enjoy the small achievements they make. Self drive is very important in this context because a self driven worker will creative and inspired all the time and thus become a role model for the members of the community to follow.
  • Keen: This is one of the most desirable qualities that should be looked for. Attention to detail will be needed in identifying different emotional and social needs of the community. As holistic services encompass a broad range of needs, the ideal worker should be able to identify the particular needs of any of the dimensions of a holistic approach. Therefore, being keen will enable the worker to identify needs among members of the community, even when some of these members are unable to tell that they are in need. This is why keenness is so important in this context. Social service in general involves identifying community needs and appropriately addressing them. This is even particularly true for holistic service provision. Therefore, keenness is one of the most important qualities that the agency should look for.

Conclusion

We have seen that a holistic service delivery approach to the Aboriginal Australian and Torres Strait Islander people is not only important but necessary too. These people and their families have needs that extend beyond the day-to-day physiological requirements to include their social and emotional well-being. We have also seen that an appropriate strategy for enacting the service is one that will factor safety, building a sense of purpose and encouraging creativity among the community members. Two key stakeholders have also been identified as important partners in consultation for delivery of their service. Compassion, resilience, self-drive and keenness have also been identified as the most important qualities that the agencies should look for in staff to deliver holistic services.
